I am a proponent of public transportation initiatives and have supported DASH, the Trolley, Carlyle bus service and co-chaired the City’s Transit Corridor Task Force which will bring BRT (and possibly Street Cars) to the City. A redeveloped Landmark Mall will create a transit center in the West-End.

I have no idea what a ‘submarket’ Master Plan is so I cannot answer this question. But if you mean a small area plan for the West-End I think the City has taken significant steps in this area with passage of the Beauregard Small Area and the Landmark Mall Plan.
