Senator Barker was instrumental in the Democratic Party's Senate redistricting plan. His own district has changed to lose parts of the Lee District and gain more of the Mount Vernon District.

Barker's district plan eliminated one Prince William County precinct and eight Fairfax County precincts. The new plan added three Prince William precincts, six Fairfax precincts and six City of Alexandria precincts.

Senator Barker has been one of the most successful members in terms of getting legislation through the General Assembly, getting 20 bills or more to the governor's desk this session.

According to Connection Newspaper's Michael Pope if he is elected to another term this year, Barker said he wants to look at ways to attract jobs to Virginia. Two potential legislative fixes he is exploring could include offering tax incentives to new corporations and deferring tax payments during the startup phase. "We're still looking which incentives will work best," said Barker. "Right now, we're taking a close look at other states that are successful with economic development."
